The car is still under construction. You will need to do the rest of the work yourself at that price. Here is what you will need to do or buy to complete the car:

-need an harness
-need new custom exhaust lines between headers and mufflers
-need a sunroof plug to replace the glass roof panel
-lexan Windows are cut but not install yet, need to drill and put rivet

Seems like a pretty nicely setup track car that just needs a little more work and customization to get the rest of the way there. I think the price is pretty good for what you're getting.
